Using the latest version probably is a good idea as you won't need to fix the bugs from older versions that have been fixed with patch releases. If you are interested in programming, then you can basically choose the version you wish. If some of your planned changes require more advanced code edits, and that you're not interested in programming, then you should probably go with 1.10f as it is the version that offers the greatest amount of plugins, along with probably being the most documented version on here. If your mod features are quite simple and you don't plan on needing code edits, or at least no major code edits, just go with the latest version. The best version to use all depends of your plans. In your opinion, which of those, or perhaps, all versions, was the best?
